You can't, and indeed a quick look at freighter movement implies that a lot of the production happens in high-sec as well. It's simple psychology - people buying expensive equipment and ships won't do so in an low-sec system if there is a high-sec alternative. Consider the real-world equivalent - would you go all the way out into international waters to buy some expensive jewellery item, or the local well-protected policed jewellers?
The only people who would are those who don't have access to the civilised alternative; in other words trade in low-sec is unsurprisingly confined to those who can't go into high-sec. This would make a great low-sec black market, if only the pirates didn't have alts to go buy the high-sec stuff (not saying they shouldn't, merely commenting on the result).
Changing financial circumstances merely irritates people because you're taxing what they view as normal behaviour (and who likes tax?). Equally, pure finance isn't how you 'solve' low-sec and its dangers. Assuming we wished to increase the actual trade and production in low-sec, and this is by no means necessarily desired, then you have to change low-sec to be more palatable to the non-combat professions. This doesn't mean turn it into high-sec, but if low-sec suddenly had the population and traffic increase to high-sec levels, the pirates would have a field day with all the targets that can't shoot back; it'd be way too easy. You need a mechanism for the risk to be mitigated - whether sneaking stargates to avoid gatecamps, some sort of smuggler system, there have been many discussions on the subject, and no point derailing further on them.
Low-sec is the open road where you don't stop if you don't want your wheels stolen; high-sec is the well-guarded trade bazaar. Human nature ensures this, and only a change to the infrastructure or rules of low-sec can change this. ___ My views may not represent those of my corporation, which is why I never get invited to those diplomatic parties...
